Мониторинг – важный инструмент для управления эпидемией неинфекционных заболеваний. Признается недостаточность принимаемых мер по созданию и укреплению национальных систем эпидемиологического надзора за неинфекционными заболеваниями. В связи с этим продолжаются поиск и разработка быстрых и экономически низкозатратных подходов к мониторингу факторов риска неинфекционных заболеваний.</p></sec><sec><title>Цель</title><p>Цель. Изучить подход к развитию национальной системы мониторинга факторов риска неинфекционных заболеваний, основанный на популяционных исследованиях здоровья в некоторых странах мира.</p></sec><sec><title>Материалы и методы</title><p>Материалы и методы. Проведен контент-анализ документов Всемирной организации здравоохранения, открытых данных, научных публикаций, нормативно-правовых актов и отчетов стран (Индии, США, стран Европы, в том числе Бельгии и Финляндии) по изучению здоровья населения и факторов риска неинфекционных заболеваний.</p></sec><sec><title>Результаты</title><p>Результаты. Возможность включения элементов мониторингового исследования в уже существующие на национальном уровне системы наблюдения за здоровьем населения является важным преимуществом для развития подходов к мониторингу факторов риска неинфекционных заболеваний. В связи с этим получил развитие поэтапный подход к надзору за факторами риска Всемирной организации здравоохранения STEPS. Национальные исследования здоровья населения, включающие мониторинг факторов риска, можно разделить на опросы о состоянии здоровья и обследования состояния здоровья. Существуют также отдельные национальные исследования (опросы и обследования), посвященные нескольким поведенческими рискам или отдельным факторам риска. Некоторые системы мониторинга, измеряющие прогресс в достижении глобальных целей по неинфекционным заболеваниям, также дополнительно охватывают «поздние» проблемы и новые факторы риска.</p></sec><sec><title>Выводы</title><p>Выводы. Изученный международный опыт национальных систем исследований здоровья населения и эпидемиологического надзора за неинфекционными заболеваниями говорит о тенденциях к стандартизации и унификации инструментов мониторинга факторов риска неинфекционных заболеваний.</p></sec></abstract><trans-abstract xml:lang="en"><sec><title>Introduction</title><p>Introduction. Monitoring is an important tool for managing the epidemic of noncommunicable diseases (NCD). The insufficiency of the measures taken to create and strengthen national systems of epidemiological surveillance for noncommunicable diseases is recognized. In this regard, the search and development of rapid and cost-effective approaches to monitoring risk factors for noncommunicable diseases continues.</p></sec><sec><title>Objective</title><p>Objective. To explore an approach to developing a national monitoring system for risk factors for noncommunicable diseases based on population health surveys in some countries of the world.</p></sec><sec><title>Materials and methods</title><p>Materials and methods. A content analysis of the documents of the World Health Organization, open data, scientific publications, regulations and reports of countries (India, USA, European countries, including Belgium and Finland) on the study of public health and risk factors for non-communicable diseases was carried out.</p></sec><sec><title>Results</title><p>Results. The possibility of incorporating elements of a monitoring study into population health surveillance systems that already exist at the national level is an important advantage for developing approaches to monitoring risk factors for noncommunicable diseases. In this regard, the World Health Organization's STEPS stepwise approach to risk factor surveillance has evolved. National population health surveys that include risk factor monitoring can be divided into health surveys and health surveys. There are also separate national studies (surveys and surveys) that focus on several behavioral risks or individual risk factors. Some monitoring systems that measure progress towards global noncommunicable disease targets also additionally cover late issues and emerging risk factors.</p></sec><sec><title>Discussion</title><p>Discussion.
