Масштабы гуманитарных кризисов и вынужденной миграции продолжают расти, усиливая потребность в медицинской помощи беженцам и вынужденным переселенцам. Международные неправительственные организации играют ключевую роль в обеспечении доступа к базовым и специализированным медицинским услугам в условиях чрезвычайных ситуаций. Цель. В статье рассматриваются основные этические дилеммы и организационные трудности, с которыми сталкиваются международные неправительственные организации при реализации программ медицинской помощи. Особое внимание уделено проблемам справедливого распределения ресурсов, соблюдения культурной чувствительности, обеспечения безопасности персонала и устойчивости медицинских вмешательств. Результаты. Предлагаются подходы к решению этих вызовов на основе принципов гуманитарной медицины и международного медицинского права.</p></abstract><trans-abstract xml:lang="en"><p>Introduction. The scale of humanitarian crises and forced migration continues to grow, increasing the need for medical care for refugees and internally displaced persons. International non-governmental organizations play a key role in ensuring access to basic and specialized medical services in emergency situations. Purpose. The article examines the main ethical dilemmas and organizational difficulties faced by international non-governmental organizations in implementing medical care programs. Special attention is paid to the issues of equitable allocation of resources, respect for cultural sensitivity, ensuring staff safety and the sustainability of medical interventions. Results.
